As best I can determine, the Bible does not disclose exactly why God chose a "bull/ox" for this sacrifice; thus, unless someone can show a scripture for why this animal was chosen, all of our answers would be, at best, surmisings.

The ox, however, was considered a very valuable work animal, so much so, that the taking of the life of a man's ox was considered to equal to killing the man himself. (Isaiah 63:3) An unblemished ox, being a work animal, could signify the unblemished works of obedience to the law, which works of the law, if one could do, one would have life. However, since the priest could not justify himself by obedience to the law due to the weakness of the sinful flesh, a substitute was necessary, and since the priest holds a greater responsibility, a bull/ox, being considered a stronger animal than a goat, provides a better representation of sins of the priest. These are just some thoughts.
