YHWH (Jesus Father) did. Dead cannot do anything, and God does not die.
John 10:18

Matthew 26:29

In his reply as recorded in John 2:19-22, Jesus never said that he would raise himself from the dead; that idea has to be assumed and read into what Jesus said. What he did say is that he would raise his body. Jesus did indeed raise his body, especially as seen by his appearances in the locked room. Jesus himself, however, had to first be raised from the dead by his God and Father before Jesus could raise his body.
