A two part answer.
1. Paul was quoting Ps.14;2, at Rom. 3;11.
2. Paul was here in Romans ch. 3, setting out some of the reasons for God's judgements of mankind.
I think that he was also following on from CH 2 in his reasonings, as verse 9 shows,
"What then, are we better that they? Not at all. For we have previously charged both Jews and Greeks that they are all under sin." NASB
Paul then goes on to give these quotes from various texts of the OT, from V 10 to V 18.
Paul is also contrasting the differences between Law & Faith.
