Revelation 4:4 (New International Version)
4Surrounding the throne were twenty-four other thrones, and seated on them were twenty-four elders. They were dressed in white and had crowns of gold on their heads.

Who are the twenty four elders?

1 Chronicles 24:1-9 describes 24 priestly divisions.
Isaiah 24:23 speaks of elders before Mount Zion.

Those may inform the vision in Revelation and be applied to the Messianic ruled future here the scene is now changed to a heavenly one. These elders have a priestly function and a ruling function pictured by the thrones. Later on in Revelation, chapter 21, it is said this New Jerusalem comes down from heaven to help humankind.
